I can see why you thought it may be that (i did too when i first saw your pic), but on a second look i would suggest the man is pointing in the direction of the lookouts view maybe?
I could be wrong though, from what i can see there is also a fire tower in the area....
Apart from that no idea.

Very interesting, I have not seen a symbol like that on a legend befor, I will have a look at maps hear and see if the pistol club is shown like that.
So I am of no help to you.
