I DONT KNOW WHAT GULLY RAKING IS EXACTLY BUT I SUSPECT THAT IT REFERS TO GULLY RAKER WHICH IS A COMMON TERM FOR A REAL DOOZIE OF A STORM CREATING A QUICK AND POWERFUL FLOW OF WATER IN A CREEK OR GULLY USUALY
TEARING UP THE CREEK BED A BIT, SHIFTING LOGS AND ROCKS ETC. IF IT OCCURS IN A GOLD BEARING CREEK IT CAN CREATE SOME REALLY GOOD OPPORTUNITIES AFTER THINGS SETTLE DOWN. HOPE THIS HELPS.

Relating to prospecting I found references to the term dating well back into the 1800's. Most appear to be describing the systematic working along a gully in search of Alluvial deposits.
"Gully Raker" also refers to a cattle whip or cattle thief, more so cattle thieving or rustling where it is described as searching gullies for stray or lost cattle. This appears to be the most common usage of the phrase.
A Gully Raker could also be a description for run off from a torrential downpour but I found a small number of references to it being used in this way.

Thanks. Because it was refering to old gold workings, I am guessing the systematic working of the gully.
